Title VI Plan - Civil Rights Act

Title VI of the Civil Rights Act of 1964 requires outreach to under served groups. “No person in the United States shall, on the ground of race, color, or national origin be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.” A further 1994 Presidential directive dictates, “Each Federal agency shall make achieving environmental justice part of its mission by identifying and addressing, as appropriate, disproportionately high and adverse human health or environmental effects of its programs, policies, and activities on minority populations and low-income populations.” Executive Order 12898 2016 Title VI Plan  PUBLIC NOTICE The Central Yavapai Metropolitan Planning Organization, (CYMPO), complies with Title VI of the Civil Rights Act of 1964 and related statutes and regulations in all programs and activities.  CYMPO operates without regard to race, color, national origin, age, gender, disability, income status, or level of English proficiency.  CYMPO meetings are held in accessible locations, and materials are provided in accessible formats or in languages other than English upon request with a reasonable advance notice period. Any person who believes they have been discriminated against by CYMPO, or any of its sub-recipients or contractors, may file a written complaint with CYMPO and/or the ADOT Civil Rights Office.  If the complaint is filed against CYMPO, the CYMPO Title VI Liaison is required to forward the complaint to the ADOT Civil Rights Office.  All complaints will be promptly investigated by the ADOT Civil Rights Office. Coordinated Public Transit – Human Services Transportation Plan

This is the Coordinated Public Transit – Human Service Transportation Plan for the Central Yavapai Metropolitan Planning Organization (CYMPO), documenting efforts to coordinate human services transportation in the region.  The plan is required of human services transportation providers wishing to apply for Federal Transit Administration Funding through ADOT.  The current Federal transportation legislation – titled Moving Ahead for Progress in the 21st Century (MAP-21) continues the coordination requirements.  At the same time, MAP-21 consolidated several programs so now only projects under one program, the Section 5310 program for Elderly Individuals and Persons with Disabilities, are required to be included in the Coordination Plan.  This Section 5310 program has been expanded to include what was formerly known as the New Freedom Section 5317 program. Disadvantaged Business Enterprise (DBE)

The Central Yavapai Metropolitan Planning Organization (CYMPO) has established a Disadvantaged Business Enterprise (DBE) program in accordance with the regulations of the U.S. Department of Transportation (DO), 49 CFR Part 26. Limited English Proficiency (LEP) Plan

The Central Yavapai Metropolitan Planning Organization (CYMPO) has established a Limited English Proficiency (LEP) plan for individuals who are not proficient in the English Language. Click here for the LEP (August 2013 PDF) >>>

Metropolitan Transportation Improvement Program (MTIP)

The Fiscal Year 2014 Metropolitan Transportation Improvement Program (MTIP) – The MTIP is a ten-year program with the first five years financially constrained. It covers the most immediate implementation priorities for transportation projects. It is the region’s way of allocating its limited transportation resources among the various capital and operating needs of the area.

Public Involvement Plan (PIP)

The purpose of public involvement is to insure a proactive process affording the opportunity for the public to be involved in all phases of the multi-modal transportation planning.   This includes; providing complete information, timely public notice, sufficient periods for comment, full access to key decision points, early and continuing engagement in developing transportation plans and programs. Unified Planning Work Program (UPWP)

The WP documents the transportation studies and tasks to be performed by CYMPO or a member agency along with the corresponding budget.
